Gabriel Klinger is a Research Associate at the Orion Policy Institute (OPI), specializing in transnational crime, governance, and security. His research examines illicit trafficking, organized criminal groups, cyber-enabled networks and emerging threats, financial crimes, and corruption, with a focus on their intersections with democratic institutions and development.
He also leads criminal justice and public safety research at the Democracy Resilience Collective and previously conducted defense technology analysis for the Institute for Defense Analyses. He holds dual bachelor’s degrees in Criminal Justice and Political Science (International Relations) from Bloomsburg University of Pennsylvania and a Master of Public Administration in International and National Security Policy from the Maxwell School of Citizenship and Public Affairs at Syracuse University, where he completed field study in Mexico City on regional security and governance. His work has been presented at the Northeastern Association of Criminal Justice Sciences and other academic and policy forums.
